BIC - Baby in Chief or Blue Ivy Carter?

I saw this picture and found it funny and cute at the same time. Who is the BIC? If it's Baby-in-chief, did Barack and Michelle Obama have another baby without letting anyone know. OK, it's Blue Ivy Carter. There's another picture below :)

    Aaaaw! Cute much... When my friends and I watched the Carters arrival at Obama's second inauguration, a friend joked that in her mind she's the first lady of the United states and Jayz the president. The Baby in Chief caption says it all. At least in their home they are the king, Queen and princess
